Without the community, point the second likely isn't fulfuilled either, and honestly, I personally don't think that a large enough RCT3 community exists. Third, there needs to be a community dedicated to it. One person does not a development team make, though there are occasional exceptions. Second, once they let anyone else know, there needs to be enough people outside of the main person to contribute.
